This is now the second way Arcwind Point has screwed me, with my shout quest being stuck. I did notice that the “Travel to Arcwind Point” (I forget the actual quest name) doesn’t clear until you get near the top of the tower. So I tried running past everyone - that clears the Travel quest and triggers Kill Crowstooth.
